That sure looks like the classic shaded pole stator to me, I'd take a pick of some kind and dig, not into the slot, but to peel the epoxy on the side to expose the whole end of that slot. Someplace under that red epoxy there has to be a single, shorted turn of (probably flat tape) copper there. To make it work as you expected originally, they don't have to be removed, but a small chisel can probably cut it and push the cut ends apart so there is no more short. That is the important part, you must remove the load that makes that piece of the pole magnetic field lag the main part of the pole.
