I did some testing this morning & found, on the driver I was testing, that 
straight 5.29 volts gave in the mid 14 ma range.  These claim a 16 ma 
limit, I assume steady state.  A 120 ohm additional series R gave 9.77 ma. 
So I suspect I can skip the limiters.  The 16 dollar question of course is 
what is the drop of that meter when its in the 19.99 ma range.
