No, the punching point is fixed at the end of the head. The
round "turret" that you see under the head (and a matching one
below the table) carry the punches and dies. The turrets
rotate to put the selected punch/die combination under the
ram at the front of the head, then the ram drives the punch
thru the sheet and into the die.

The control moves the sheet - the maximum sheet size is roughly
half the table size, so that you can move the sheet to put any
point under the punch. The yellow cross-arm moves toward and
away from the head, and a pair of sheet clamps move left and
right along the arm. The table doesn't move - the sheet itself
slides on the table, (actually, it rolls on balls sticking out
of the table, just barely visible in the photo).

The overall sheet size is limited by the throat depth from the
centerline of the punch to the machine frame.

This video shows how they work:

Unfortunately there is no sheet (it is a machinery dealer doing
a demo). But you can see the sheet clamps moving in X, the
cross-arm moving in Y, and the turret turns a couple of times
to do tool changes. On that particular machine, part of the
table does move, but in Y only.

The state of the art has changed a bit since that machine was
made. I ran across this while trying to find the above video:
