I think what you are seeing there is a common problem, where the
encoder counts backwards compared to the motor rotation direction.
What happens then is that the motor position and encoder counts "meet"
rather than "chase" each other.
You probably need to switch the motor phases back, and then use a
negative number for the encoder scale and a positive number for the
encoder offset.
