They do - but on commercial controls feedrate knob only affects feed, not rapids. On Fanuc systems there is usually a separate switch that says Rapid Override on the control panel that is marked 100%, 50%, 25% and the fourth position F1 - F1 is customisable via a system parameter but most installers set it at 10%. Some of the later controls, it's on the touch screen. I've never seen a commercial control that changes both.
