Hopefully, they are just trying to make a well defined, public, and easy to use set of standards. That is easy to document, implement, understand (by less formally educated in the field), and use effectively and efficiently.
All the things they are trying to bring together are well known methods and processes. But they SEEM to need to be re-build/re-designed/re-coded with little re-use between implementations (except for general philosophy).
