This happens to me too (and then Axis will complain about an axis exceeding
it's limit) but if I reload the NGC file after touching off then Axis will
then display it in the correct location relative to the touch off origin
and everything works fine.

If someone knows a way to change this behavior in the settings I would love
to know as well.
