It works for me with 2.6.5. I start the sim/axis/axis config, take the machine out of estop and turn it on, and home all the axes. Then i jog Z up or down to someplace, hit the End key (or click the Touch Off button) to bring up the Touch-off dialog, type in 0, and click Ok. The backplot immediately jumps so the tool is at Z=0. What version of linuxcnc are you seeing this problem with?
