I am currently working with a STM32F4 discovery board and use the Hostmot
mesa 2 driver to communicate with it via ethernet. It only 3 volt logical
levels and analog, PWM, Encoder, Simple IO, analog and other buses if
needed.

I have been looking on the arduino boards to connect simple IO, at first
24 volt for axis breaks and end switches but there are also signals.

The Hostmot mesa 2 use UDP, what does the arduino board use?
