I have no idea if this is even possible but a 7i90 is cheaper than a 7i69, and 
would have 3 50 pin headers.  Would it be possible to have one 7i80 with a 7i46 
and plug 2 7i90 cards into that?

I would use 1 - 7i80 and 1 - 7i44 Then you can use a bunch of 7i69's 
(each has 2 50 pin connectors)
