I think what you're proposing should work fine, if your machine can handle it. [TRAJ]MAX_VELOCITY limits the velocity of the controlled point. In a diagonal move where both X and Y are moving, the controlled point moves faster than either X or Y. Some machines can't handle maxing out both X and Y at the same time, and they use [TRAJ]MAX_VELOCITY to limit this "diagonal speed" to something the machine can handle.
