The charger only supplies current to the internal battery charge controller. You can't force the battery to charge faster than the phone manufacturer allows. You can make it charge slower by limiting the current available. The USB charger is powering a DC/DC converter that lives inside the phone.
But what, I think matters more is not letting it fully discharge. Plug the phone it when not in use, every night and it will never get into a low charge state. Most cars have a 5V USB charge outlet and if not they have a 12V round outlet and for a few bucks you buy a 12V to 5V adaptor. Now you can take a dead phone in the car. They also sell portable battery packs that will charge a phone. Rumor has it that the "next big thing" with phones is wireless charging. This should help a lot. Buy a few charging pads and make a habit of only placing the phone on a pad.
