This is a holdover from the original EMC days when it only handled analog servo systems. F1 would take you from E-stop to Machine-OFF, which enabled the servos, but did not give them any velocity command. F2 would go from Machine-off to machine-On, which enabled the PID servo positioning loop. This allowed you to check the servo drift, but you didn't want to stay in Machine-Off for very long as the machine would drift position.

I don't know of any other system that works this way.
