There are custom transformer shops that build them to your specifications. Also, there are places that sell the parts, the stamped iron plates, or C-cores and plastic bobbins. Yes, there are hobbyists who make transformers and companies who supply the parts. DIY'ers who want to save money can re-purpose an old microwave transformer. These can handle 1000 Watts. They cut the transformer apart and replace the copper winding with something that meets their needs.
It all depends on what you have more of, time or money. With enough money you can have one made, If you have time to collect old microwaves left at the curb on trash pickup day then all you need is time and some wire. I'm on some other email lists where people are into 1950s vacuum tube technology. While we might call something a "tube amplifier" the biggest and most expansive parts are the transformers.
