With just the 5I24, (no flat cables connected) what does

sudo mesaflash --device 5i24 --rpo 0x1008 return 00FFFFFF

Just wanted to thank you for your help, all is good now, encoder
channels worked today. Based on command history in terminal it seems
that I skipped "reload" command as I definitely did not reboot PC
between flashing the firmware and the quick test.
I will plug everything back together and try to move whole machine to
check if all analog outputs are good as well.

Does show that P4 (I.O 0..23) is bad (probably a damaged 74CBT16211)
