core: Enable VLAN & no network over bond (#826401) https://bugzilla.redhat.com/826401 Removed check for network name over bond, and added check that bond exists if adding VLAN over the bond. This enables to request to create bond with no network from engine side. Added tests to verify that this behaves as expected.
