Patch Set 3: I would prefer that you didn't submit this @Ayal - there are two flows here: 1. automatic syncing - which is invoked only on ACTIVE domains anyway 2. GUI invocation, which to me seems uselsess to have an audit log if we know in advance that the domain is in some funky state. @Alissa - like the change, but the patch contains a lot of extra "noise".
