Yeah, that is the canonical name for the IP addressed used for https://versions.gnupg.org. Dirmngr downloads two files with the current version numbers asn a signature for the former. This is done at random intervals. So it seems things are working now but somthing is fishy with the firewall, network setup? If that happens again you can enable more logging by putting --8<---------------cut here---------------start------------->8--- log-file /somewhere/on/your/windowsbox/dirmngr.log verbose debug ipc,network,dns --8<---------------cut here---------------end--------------->8--- into the dirmngr.conf file (in the homedirectory ("gpg --version" shows it), and restart dirmngr. To force an actual download of the files you need to use loadswdb --force at the gpg-connect-agent command line.
