Concerning access to Enigmail functions in a standard TB setup, all are far too away. So either an Enigmail Hot"menu" or some (configurable?) hotkeys such as Key Manager. Concerning subject armoring I personally don't even use subject encryption. Rather than asking for the passphrase upon first use, I recommend to implement a convenience option for those not suspect to high risk, that asks for the passphrase upon TB start, or even to use Thunderbird's password Manager. I think that should be a (informed) user decision, not a tool authors' decision.
