Actually, you are confused. The "libtool" that gets called by the build process is generated during the ./configure run. The autoSPLAT stuff is NOT required to build packages. Period. They're only needed when (1) checking out from CVS, or (2) an auto-generated file created by one of the tools must be updated due to a modification to its source file (e.g., an SRPM that patches configure.in).
