We could extend empower to be such a keyring type library/application, but maybe wait until we have a number of apps actually using gpg keys? What I am thinking at this point is making a module which sets up the dbus interfaces directly in E. This should pretty much work as is for polkit auth. Adding SSH/sudo would just require a small helper process which can be specified in SSH_ASKPASS and SUDO_ASKPASS env variables when the module loads.
