The other option is hiding in
Settings->Windows->Window Geometry->Automatic->Adjust windows on shelf hide
(Apply)

Then enable auto-hide, enable "Don't adjust windows..."
disable auto-hide again

Now maximize ignores shelves independently of stacking option.

Somewhat convoluted I know.
