Who is really stopping his work? If you look at the sheer amount of commits coming in from merged branches within the first week after the development open again I do not believe that this all was coded up in that one week. People develop in branches and merge them in.

Coming back to the choice of shutting down master to force people working on stabilization. My guts tell me it helps. Can I be sure? Can I measure my guts feeling? No, surely not. :)
