rasterman is usually too busy coding to do much talking about it.
There are web sites, forums, IRC channels where people can keep an eye
on general activity.  All of them are mentioned on the
enlightenment.org web site.

There is currently an ongoing discussion about what to do about the web
sites, you can join in by joining the enlightenment-web mailing list.

E17 is actually quite stable, and getting more stable as time goes by.
I have yet to see it do any worse than popup the "e has crashed,
ignore, restart, or exit" requester.
