Found how to set the color for frame text (what I called 
widget/dialog/module "heading" text color).   It is the e.text.label 
color in the  e/widgets/frame  group in the theme (default.edc).
For Enlightenment 16.999.58905 it is line 27079 in  
e/data/themes/default.edc
