correct. normally systemd would listen to power button and lid itself and just
do whatever its policy is. desktops like e, gnome, kde etc. all tell systemd
"stop doing your thing - let me handle that". that is how these are then
configurable in your desktop. the desktop gets the events and decides what to
do base on your preferences, then tells systemd to suspend or halt or reboot
etc.
