Bill, Per the C2 manual:
3. The management election process uses the following precedence to assign a management switch: a. Previously assigned / elected management unit b. Management assigned priority (values 1‐15) c. Hardware preference level d. Highest MAC Address So the switch that was the previously assigned or elect manager will be the manager again. The priority is only used if the old manager is not there and a new manager needs to be elected. Use the “set switch movemanagement fromunit tounit “ command to move the manager to the switch that you want as the manager. After that all subsequent reboots should have that same switch come up as the manager. Perhaps I misunderstood the powers for these “priority” commands - is there any way for the user to override the Mgr negotiations in a stack?
