I am jumping in a little late on this one so forgive me if this was already suggested, but have you looked at the message logs of the DHCP server to see if any packets from that interface are being forwarded.

I'm trying to use the debug packet filter commands to see if the S4 can actually see the DHCP requests, but that's not working either.
