I think I have a similar issue; a me too perhaps.  I hadn't looked into it
much at all because I had mucked around with various about:config
settings.

My scenario is this: I always open FF ESR on my second monitor in maximized
not full screen.  Every new window opened goes to the first primary screen.

I'm using Firefox 52.3.0
