Some of the scope questions are a little intimidating...

None of which I am aware.

All of the following might be wrong.

>> 1. What folders & files should I delete from the Microsoft User Data folder
>> in Documents?

Heck if I know.

Move all of the E'rage and OE data aside, launch E'rage, create a new
identity, quit E'rage. Then move the corresponding files and folder back.

>> 2. I assume that I can delete the entire Outlook 5.02 folder containing the
>> Outlook Express application please confirm.

Yep.

Note however that some versions of OE included an "Identities" folder in the
application folder. That'd be a data folder that you might want to ensure
you're done with before tossing.

Also, check whether OE kept your active "Script Menu Items" and/or "Sound
Sets" folders in the application directory and you've made any changes that
you might want in E'rage.

>> 3. What extensions, control panels, and help files/folders can be deleted?

You can disable every Microsoft extension in the Control Panel. The
necessary ones will get reinstalled by the First Run Installer/Repairer when
you run any Microsoft apps that needed them.

>> 4. Are there any other locations that files were installed to that should be
>> deleted?

The Microsoft office stuff.

Depending upon which versions you have, possibly the "Internet" folder that
was previously rooted on your boot drive.

For 2, 3, and 4, I'd suggest "hiding" files and ensuring that things work
before actually deleting them.

>> 5. What is the complete list of file descriptions, mime types, PC file type,

>> 6. What is the complete list of file descriptions, mime types, PC file type,

I don't know that OE/E'rage had much stuff in File Exchange. That's more of
an IE issue. You might want to change the mailto helper app from OE to
E'rage.

All of this could be wrong (and thus my previous non-answer). Unless
someone knows that they're absolutely correct on this stuff, most people are
hesitant to volunteer an answer. I suffer from not terribly minding being
wrong (so long as I admit it). Did I mention that all of this might be
wrong?
