In OS X Generally, you can turn off the bouncing icons when applications are
launching (the 'dock' pane of System Preferences), but I don't believe you
can turn off the bounce in order to get your attention - it's the equivalent
of flashing the icon in the application menu under OS 9.

However, in Entourage for X, you do have the option of turning on or off
icon bouncing when mail is received, as well as the option of having it
turned off generally, but set to bounce as the result of a mail rule (so you
can set your bosses emails to grab your attention!).
