If you're talking about Entourage, then in the General prefs under the Notification you can uncheck the animate icon checkbox. This will however not stop the icon from bouncing if Entourage needs to notify you of a problem (such as it can't check mail). This would have to be changed at the system level (and would turn "problem notification" off for all applications).
