I think it boils down to two questions:
 
1)  Who's likely to upgrade first � 8.1/8.6 users to 9.1 or X ... or Office
2001 users to Office X?  You can't do the latter until you've done the
former.

2)  Who might/should be expected to "upgrade" first � 8.1/8.6 users to 9.1
or X ... or non-English speakers to English?!?

I vote for the Unicode version.  I'm English-speaking and use 9.1 so take
this for what it's worth ... at least two cents :-).
