I think that the difference is that OE and Entourage can provide IMAP-type functionality even with a POP server.

But not to the same degree of reliability.  I occasionally used Online Access in Entourage 2001, and I continually had problems with it.  It was good to enable it if there was a corrupt message (rare), but otherwise it was not.  I haven’t tried it in Entourage X as I now use IMAP for such purposes, which is much more efficient in that it allows server folders, rules, and so much more.
