The cost to broadcast spam is so small that the spammers can thrive, even
with a very small response rate.  And the profits are even higher if they
don't ship any product, of course.

The spams advertising penis enlargement pills always come with a moneyback
guarantee.  Do you really think they ship anything?  Do you really think
their angry customers will file complaints with the FTC?  "Hey, these crooks
never sent my penis enlargement pills!"  The kind of insecure person who
would order that stuff, is the kind of person who would never go public or
admit to being duped.  It's the perfect scam.
