Aha!  That explains it - I was not aware of (2) above.  The Entourage on my
Mac is set for repeating reminders, so the daemon is always running.  I
assumed that this was the normal mode of operation.  Cindy's Mac (the one
which got screwed up) did not have any pending reminders, so the daemon was
running only when Entourage was running.  Now I know that it is functioning
normally.  Thanks, Dennis.

Cindy's Entourage did have a problem.  Somehow, the "Turn Off(On) Office
Notifications" menu item got out of synch with the run state of the daemon.
But it appears that trashing the com.microsoft.OfficeNotifications.plist
file was sufficient to bring things back to normal.
