E-LEARNING PLATFORMS TECHNOLOGIES 2002 CALL FOR PAPER & PARTICIPATION
International Workshop on E-learning platforms between Europe-Asia: E-learning is a gateway to the world! In Conjunction with EURASIA ICT 2002 October 29-31, 2002 Teheran, Republic of Iran SCOPE New approach to lifelong learning urged in European Union but fewer than 10 percent of European undertook training of any kind last year. According to Mrs. Viviane Reding, the European Commissioner for Education and Culture this manifestly not enough and if we do nothing about it, then Europeans will find it difficult to be part of an international economy of societies in which knowledge and skills are becoming obsolete ever more quickly. The EU already expressed the political will to do something about this inadequacy, but has not yet equipped itself with means to do so, EU leaders pledged at summit meeting at Portugal two years ago to make Europe the most competitive and dynamic knowledge-based society in the world, capable of sustainable economic growth, with more and better jobs and greater social cohesion. The legal basis for the programs is the Council Regulation (CEE) No. 443/92 of 25th February 1992 on financial and Technical Assistance to, and economic co-operation with the developing countries of Asia. The Program reflects the Commission?s priorities for the development of economic co-operation with Asia, as set out in the Communication �Towards a New Asia Strategy � endorsed by the European Summit of Essen in December 1994 . In a more recent Communication ?Europe and Asia: A Strategic Framework for Enhanced Partnerships?, adopted in September 2001, the Commission emphasizes the intention to establish an overall strategic framework for relations with Asia in the coming decade based on the core objective of strengthening the European Union?s political and economic presence across the region . A key requirement identified therein is the need to improve reciprocal understanding and to strengthen mutual awareness of European and Asian cultural perspectives, notably by enhancing co-operation between higher education institutions, by intensifying academic, research and students? exchanges and by promoting structural networks between the two regions. AIMS The aim of the workshop is to explore the importance the state of the art in this domain, the future needs of the institutions (universities, industries, government) and techniques from the research side and sophisticated companies, to clarify the directions of future research and usage. TOPICS We are calling for papers reporting original research results, industrial experience, or case studies. The topics of interest pertaining particularly to electronic business include, but are not limited to: E-learning and training in Europe and its development's Web-based models for business knowledge representation Products specification and functionality from e-learning initiators Information integration techniques and aggregators Tools and techniques for the e-learning products Open source technology and it's future development on e-learning SUBMISSION Authors should submit an electronic copy of their paper before June 15, 2002 to at [EMAIL PROTECTED] All submissions must be written in English and not exceed 5000 words with two columns in A4 format. The format of the electronic copy can be Postscript, Word, or PDF. PROCEEDINGS All papers selected for this workshop will be peer-reviewed and will be published by EURASIA ICT 2002 organizer. Instructions and the exact format will be sent to the authors in time. Signing of a copyright form will be requested. The publication in the proceedings will be done by the Austrian Computer Society. REGISTRATION FEE: Each participant and author has to pay the reduced EurAsia-ICT (EURO 400).
