I got to thinking about this.  I realized that when I
first set FEC on the speedlite it was on the camera. I
thought maybe it had picked up the 1/2 stop settings
the body used and stuck with that, regardless of
whether it's on or off the body.  

I took the batteries out of the flash, and let it sit
for 5 minutes or so (the manual says the flash can
"remember" settings when changing batteries for a
minute or so).  When I turned the flash on, I set FEC
on the speedlite, and lo: it went in 1/3 stop
increments.  

This remained the case when mounted to the body,
powered off/on and all sorts of combinations. I even
removed the batteries again, and tried to get the 1/2
stop back (not that I want them but....).  Anyway the
flash has obviously decided it likes 1/3 stop
increments and I'm not complaining. Still I find it
odd.....
