Ok, again... EOS 50E (Elan II) winds the film after a) the tension of the
film is hard or b) it has counted up to 36. That's why it always seems to
give 25 frames from 24, but never 37 from 36.
EOS 3 reads the length of the film from the DX code. It will not give more
than 24 frames from 24 frame film.

Sorry for being not that clear on this... the "hole" that I was referring
to, is exactly those perforations on the side of the film. I too believe
that it just counts a predefined number of those when the film is loaded.
As Helen Doane wrote, if you pull the film to the orange mark, (with most
films at least) none of those perforations are over the IR counter.
The camera will always pull the film the same length. But if you pull the
film further out than the orange mark, then the IR counter has already
missed some perforations, but still it will count as many of them. This
will of course result in a different loading of the film. This is the only
way I could think of that would enable you to get uneven loading of the
film with these cameras.
BTW, why would one pull the film farther than the orange mark anyways...?
