In AV and TV mode the camera meters for the ambient light whether the flash 
is up or not.  It then varries the flash output to fill in what is needed 
for a "good" exposure.  Use P mode if you want a hand holdable shutter 
speed.  Or use M and set your own shutter and f stop and let the TTL flash 
properly expose your subject but beware the background will be 
under/overexposedby whatever you exposure meter shows.
