I've used Dullcote and it's definitely NOT laquer-based. It is very, very hard to find real laquer any more. Any paint made for plastic models will be OK, as will stuff like Krylon or Rust-Oleum. Simple Testors Flat-Black will be plenty black enough for these purposes.
