If I were in your situation I would go for the 28-135IS. Here are some
reasons:
1) The 28-135 has the longest focal range of all lenses. That might be
important as it seem to me that you don't have other lenses.
2) The Canon 28-105 and 28-135 have about the same aparture range for a
comparable focal distance. So the 28-105 has no advantage in that
regard.
3) With wide angle lenses I most often use a big DOF. Therefore, the
2.8 of the Tokina would not be much of an advantage to me (in contrast
to bigger focal lengths where I more often use a small DOF).
4) Stoped down there might not be a big difference between the three
lenses. Can't talk from experience here, though.
5) If you are not using a tripod and often shoot in low light, slow
film, and/or small apartures IS can improve your images a lot.
