I wouldn't worry about about robustness or
reliability.  Both are extremely good, and I've not
heard of any significant problems with either.

As always, which to buy depends on you, and you're
shooting style.  Is the close focusing really
important?  The go with the IS.

My thoughts:  If you're going to shoot tripod mounted,
go with the non-IS.  If you're going to be shooting
handheld, the IS may very well improve image sharpness
by more than enough to offset any advantage the older
lens has.
