There already are Open Source programs that can read Canon RAW,
and a quick look at the source of dcraw it doesn't seem there's
any real reason it couldn't be modified to write RAW as well,
even though there are some fields of unknown significance in
the files.

In principle it would be possible to create a raw format that'd
be very hard to forge, by including a cryptographically secure
"camera signature" in the file, but it doesn't look like Canon
has done that - at least they don't provide any software to
verify it, as far as I know.
