Yes, and on the surface it's appealing.  But it's not
an EX lens and, like all 28-200s, I suspect it
compromises image quality more than I would like.

What I'm looking for shouldn't be that hard:  16 (or
17) to 60mm, f2.8 to 4.  APS-C sized sensor coverage. 
I'm no big fan of Sigma (all but one of my lenses are
Canon), but if Sigma made this lens I think they'd
sell a ton of them to Canon D30, D60, and 10D owners,
as well as Sigma, Nikon, Olympus and (soon) Minolta
digital SLR owners.
