Interesting article... it appears that the U.S. will agree to implement 
this 7% equity against risk-weighted assets..... It's better than now, 
anyway.... I've heard that historically..... the equity to risk ratio was 
as high as 50%.... or more recently, 20%..... so the suggested 7% is likely 
too low also.... but, the U.S. banks balked even at this modest 
increase.....scum-bums...
