[EquisMetaStock Group] move license to win7 64 bit

I have the old win7 32 bit and now I upgrade to a new computer with win7 64 bit
 when I try to use license manager to move the license using USB key, I have no 
response when i click initialize media.
 on the box at top of this I saw "Unable to write to hard drive"
 what might be wrong and how can i fix this?
