Bob: I just got home, and have not returned your phone call yet. I used a general hole cutter, which is adjustable and costs about $15. However, as Paul pointed out, you really need a 90 degree drill to run the cutter above the wheel. I marked the holes, and then drilled a small hole first. The hole cutter uses about a 1/4 inch size bit in the center. You also should turn it SLOWLY, as well as carefully.
