Vern: Not quite true. You can get a private pilot's licence in just about any country with the only difference that it will be ICAO training and maybe cost you a little more because the cost of fuel and parts is higher. ICAO is not much different from FAA. The FAA will then take a copy of your foreign licence, which does not have a picture on it, and without as much as seeing your face, will issue you a valid US licence that says "based on a foreign licence" but with no restrictions on it at all. Heck, when I got mine, the flight exam did not even include radio communications or use of any instruments that a J3 did not have. So, if I was a terrorist, and every day I feel more like becoming one, I would not bother trying to get a US licence, I would not bother trying to hijack a plane. I could quite easily tow a drum full of explosives on the end of a long line right up to an offshore rig with my dinky little sailboat in the middle of the night and watch the fireworks from a safe distance...
