I agree the entire aircraft should be inspected for corrosion each annual - in fact the FAA Regulations already require this as part of an annual/100 hour  inspection on every airplane; to determine its airworthyness. The existing holes as required in  SB 29B and the AD already allow for this complete inspection.

So, it would seem that a new Service Bulletin and/or AD requiring the annual/100 hour inspection would not be necessary.

In today's world the legalese, not maintenance,  might require such, tho...

If an airplane is not inspected because the mechanic is too lazy, then an additional AD will make no difference in the safe conditions of our airplanes. However, I am confident that most A&E/AIs are conciencious and thorough, and will inspect the airplane completely and  properly for being in an airworthy condition; but there is always the "Bad Apple" that may just sign off SBs and AD's.

It is the responsibility of the pilot and owner to insure their chosen mechanic/AI do a thorough inspection/repair; and before each flight that the airplane is in an airworthy condition.....so the pilot will not find himself in a dangerous situation. The current Federal Regulations also require this position.

I see no harm in writing more SBs and ADs, except that at some point we may be lulled into a position of not reacting to the real call of "FI RE".
